First, a declaration of (prejudiced) interest. I have spend much of the last few years being product manager for (among other things) a CMDB not based on relational technology, and committed to a metamodel-based approach to federation.
An observation about CMDBs and the relational model. Relationships in the CMDB are characteristically networked, reflexive, and recursive. Each of these characteristics makes a relational model clumsy. (I'm not going to say something silly like "impossible". There are CMDBs implemented over RDBMSs -- they're just hard to manage and extend.)
A comment about federation -- federation needs to enable data transport on demand, with full rleationship context and semantic consistency. Pulling that off without a consistent and extensible metamodel is "hard" ...
